The latest Windows 10 cumulative update, KB3199209, packs minor service stack improvements. Unfortunately, its support page doesn't offer any details about the content of this update nor how exactly it improves the servicing stack stability.
KB3199209 is not a major update, so considering recent reports, it's better to avoid installing it altogether. Just like many Windows 10 updates, KB3199209 brings many issues of its own.
After considering both the advantages and disadvantages of installing it, it's safe to say your computer is better off without it.

1. KB3199209 fails to install
Many Windows 10 users can't install KB3199209 via Windows Update because the install process fails. When they try to install the stand-alone update package, an error message informs them the update can only be installed on 64-bit machines even if they meet the requirements to install the update.

2. Endless blue screen loops
One user reported that when he first tried to install KB3199209 on his computer, the PC simply went into endless blue screen loops and wouldn't boot up.
The only solution was to perform a system restore to remove the update. After this, he was able to install KB3199209.
3. Wi-Fi crashes
Windows 10 users also report that after installing KB3199209, the Wi-Fi initially starts by showing no Wi-Fi symbol. Despite performing various troubleshooting actions, users couldn't fix the issue.
It appears that the only solution is to actually uninstall KB3199209 from their computers.
The WiFi initially started by showing no WiFi symbol and instead the computer/Ethernet symbol with a red X. I had to reboot to restore the WiFi. [… ] I adjusted the power settings and all of that, flushed DNS, etc. I went ahead and tried different drivers [… ]. I usually have to disable the WiFi and then re-enable it to get it to turn back on. Nothing seems to work, so something in this latest update is screwy. After this I will likely remove the update and see what happens from there.
4. Apps and games won't load
Many Windows 10 users report that after installing update KB3199209, their Facebook games won't load or the loading process takes longer than usual.
there are many loading problem… (.facebook games will not load and/or take several minutes) so… .i tried uninstalling this update but the BUTTON/OPTION is gone from my updates list… .PLEASE HELP!!!
5. All apps pinned to Start vanish
Windows 10 users complain that many previously installed apps are now gone from the app lists. Moreover, all the apps pinned to the Start menu are nowhere to be seen.
Now several installed apps, mostly Microsoft apps are gone from my app list. Plus every single pinned app on my Start menu is gone. Everything except Dell Support app. Even my app for the Microsoft calculator is MIA. The Microsoft store app doesn't even exist any more. Who knows what else disappeared. What the heck has happened? I cannot uninstall this update. It isn't an option when I click on it.
6. Microsoft Office 2010 is unresponsive
It appears that KB3199209 paralyzes the icons for Microsoft Office 2010, preventing users from launching it. Moreover, one user also reports that the update deletes the PST Outlook files.
After the Windows update (KB3199209), the icons for Microsoft Office 2010 (Outlook, Word, Excel, and PowerPoint), Microsoft Silverlight, Windows Accessories, and Windows Systems simply do not respond. Even my Outlook PST files disappeared from the folder. What's going on? !!!
